1.Fixed: Labor Category Lookup for selecting labor category on labor browse is now incremental.

2.Fixed regression: When Ordering parts in the Purchase Order if the part was less that zero we changed it to zero. This caused a problem with inventory.. now, what is a negative stays a negative and parts ordered will add to that number. This makes it work when ordering parts as you repair.
